I have already answered a similar question on Quora. As a summary: Google has been great on the technical part with the introduction of HCE (this has disrupted the market from a technical point of view) but it was miserable on the product side of this and that is where Apple Pay is great: Apple Pay is not about technical details it a product lying on technical standards and great partnerships: that’s the difference!
Check out the whole thread. The difference is thinking through the whole business model; the various customers and their user experience and the job to be done for all of them.
In the social sector many programs are started for various reasons but the business model is missing. The way Apple develops ecosystems and creates partnerships teaches us a lot.
